    THE COMPLETION of the transcontinental railroad to Vancouver in 1886 brought new waves of settlers to the west coast of Canada. The Indians of coastal British Columbia, already concerned about earlier encroachments upon their lands by the whites, had good reason to fear that they would soon be displaced by the newcomers. For, unlike other parts of Canada, much of the land in British Columbia had passed out of Indian hands without legal alienation.
